Mobile first means designing content and technology for the small screen first, then expanding to desktop.
For most Dutch sites the majority of traffic comes from a phone, and Google evaluates the mobile version of your page. Whatever isn't visible or usable on mobile effectively doesn't count.
Responsive is the technique (the design adapts to the screen); mobile first is the order in which you think and decide.
