Google Maps is the mapping service where local businesses appear; in Search you see those results as the map block with three businesses.
Your position depends mainly on three things: distance to the searcher, relevance of your categories and services, and prominence (reviews, mentions, links).
Distance you cannot change, the rest you can. If you serve a wider area, build pages per city or region that are genuinely about that area — not copied text.
In practice
Without a physical address or service area you won't appear in Maps. A PO box or virtual address breaches the guidelines.
