A featured snippet is a short answer Google lifts from a page and shows above the results, with attribution and a link.
It can be a paragraph, a list or a table. Google picks the fragment itself from a page that already ranks well for that query; you can't request it.
What improves your odds: use the question literally as a heading and give a two to three sentence answer straight underneath, with no run-up. The same writing style helps in AI answers.
