CTR is the share of impressions that leads to a click: clicks divided by impressions.
You'll see CTR in ad platforms and in Search Console for organic results. It mostly tells you how appealing and relevant your title and description are for the question asked.
Always compare CTR within the same context. A 3% organic CTR at position 8 is fine; the same 3% at position 1 means your title — or the answer block above you — needs attention.
