Reach is the number of unique people who saw your message at least once, unlike impressions, which count views.
Reach and frequency belong together: the same budget can reach many people once or few people ten times. Which you choose depends on your goal.
For awareness you aim for broad reach at limited frequency; for consideration you aim for repetition within a smaller group.
